You could put the book inside a ziplock bag inside a ziplock bag, giving you a dry bag and a dry book. Half of the dry bag will become wet, but you can just dry it out at work.

Wear a raincoat. So your clothes don't get wet. when you get on the bus you can take it off or open it up or what have you. And get one with an inside pocket to put your books in.

You could find a water resistant book carrying case. Many people use them for bibles but who says you can't use it for a regular book. The case can function as a book cover and some have a built in ribbon bookmark.
