Very yes. "Judging when to actually start over can be difficult." -- My policy is "always." Which doesn't mean try to solve the puzzle blindly, but read the previous group's notes and then redo all their work to make sure it's right. I did one this year where it was a lot of work, and I violated the policy and skipped some of it. This was a mistake and it turned out to have been wrong.
